Pace on shots is generated from one thing, and one thing only. Racket speed. To move your racket quickly you must have a loose grip so you can accelerate. You want to push up with your legs, rotate your shoulders and accelaerate your arm into the serve. All of these things will increase your racket speed.
For accuracy on your serve you need to make sure your strings are pointed to your target at the contact point and then follow through as far as you can to your target. If you hit up the back of the ball when you serve you will hit more spin which gives you more control. Brush up the back of the ball from 7oclock to 1 oclock (assuming you are right handed).
As far as playing in the wind goes you want to hit more spin and keep the ball lower over the net.

learn tossing consistently to feed the ball at the right height for your racket. learn swinging to increase racket head speed. learn to snap your wrist upon impact to even increase the speed. place three unused ball cans inside the service box for your target. learn to hit the cans from your serve. feel the direction of the wind with one stroke. see how much the wind change the ball flight path. you may want to nudge your stroke toward the wind just a bit, depends on how hard the windforce. hope it helps

for me it really helps to follow all the way throw with your arm down to your opposite hip, it helps with accuracy. make sure that you are also throwing the ball up high enough and that you are using your wrist enough.

For more power, you need to use your leg muscles more. Bend you knees when you serve, and jump.
For accuracy, toss the ball a little into the court and feel yourself reaching up for the ball. Don’t lower your left side too early. Follow through the ball where you want to hit it.

You aren’t going to improve your serve just from reading some tips a few hours before you play. Save the experimentation for practices. If you are going to change your form, it’ll take some time to get it right.
Because of this, the biggest thing will be to be prepared mentally. Don’t get mad at the wind. Embrace it. I learned to love the wind, just because that everybody else hated it.
One quick thing you might change, if the wind is bad enough, is your serve toss. If you toss the ball a little later, and not as high as normal, it will minimize the time the ball can get blown around. If you try this a couple times during warmups and get it, go ahead and try using it during the match. The trick is to get the ball just to the point where you nermally hit it, but no higher. It could also throw off your opponents, because the serve will come quicker than they expect.
If the wind is in your face on one side, and at your back on the other, adjust your game accordingly. When the wind it at your back, get to the net. Your opponents will have to work extra hard to keep the ball deep in the court. And going to the net will reduce the time they have to react. When the wind is in your face, you’ll probably have to stay at the baseline. Most of your opponents shots will land deep in the court, if not out.
For you serve in the long run, though, there are things you can do. Start off with the accuracy part. You can add power later. Serving at targets is a good idea, but if you hit one, you have to stop and set it back up. A better way to do it, is to just use a couple tennis balls to section off the service box. Make three lanes in it. One on the outside, one in the middle, and one on the inside. Then serve (at only about 50% power) at one lane until you get 10 or 20 in, and move to the next one. If you feel really disciplined, go until you get 10 in a row in each section. I find this a better exercise than the targets, because in a match, you’ll be serving at general zones in the service box, rather than a specific point.
Once you get the placement down well, start adding some power. Bending your knees will help, as well as a good wrist flick at the peak of your swing. Also, keep your racquet moving during the swing. I’m sure you’ve seen beginners who put the racquet back, keep it there, toss the ball, then swing. I’m not saying you do that, but if you stop the racquet even for a split second, you have to put a little extra work into making it start moving again. The easiest way is to add a tiny bit of a loop in your swing when the racquet is behind your head. I wish I could show you in person, it’s much easier than words.

i play tennis to and i wasnt that good so i started usein my brother as a target and when ever i get mad at him i hit the ball really hard but cautious so that it goes in for accuracey use something to aim for and try hittin it in the serve box
for the wind try serving the ball alot harder than usuall so that the wind doesnt direct the ball

On your serve: bend your knees, arch your back, and as you swing the racquet, propel yourself upwards into the ball (look at the pros, they always move up and forward when the serve).
As for accuracy: make sure you place your toss in the same place every time. You wont be able to hit accurately if your toss is always moving.
In the wind: hit more towards the center of the court, keeping the ball in play and deep. Make your opponent go for the shots. Once you feel comfortable, add some pace, but remember to compensate for the wind. Sometimes it helps to come into net.
